If you're okay with donating to religious organizations, Episcopal Relief and Development operates at very low overhead.

Google has a link on their main page to the Japanese Red Cross. You have to enter the amount in yen (1600 yen = $19.54), but otherwise it's a straight Google checkout.

They already have people and infrastructure on the ground, and specialize in shelter issues, which is going to be the biggest issue in the short term. It's going to get down to freezing in Tokyo tonight.

I'd prefer this to donating to the American Red Cross. But if you choose, try calling 1-800-RED CROSS to make the donation, and specify to the operator that you want ALL the donation to go to Japan relief.
